The Team

Maura M. Cochran, CRE, SIOR

Maura M. Cochran, CRE, SIOR Maura Cochran joined Bartram & Cochran, a national real estate consulting and brokerage firm in 1987. She is its Chairman & CEO. Previously she was Vice President of National Accounts at The Farley Company, now CBRE. Maura’s expertise merges the research-based rigor of consulting with pragmatic implementation. She works with institutions, corporation, municipalities, lawyers, developers, investors and not-for-profits and families to maximize the value of their real estate assets. Her practice is relationship-oriented and her trademark is her commitment to long-term, problem solving partnerships with clients.
Her active involvement with the Counselors of Real Estate (CRE) and the Society of Industrial and Office Realtors (SIOR) and CREW gives her excellent access to market information nationwide. She is a former Fellow of the Royal Institute of Charted Surveyors. She is a licensed broker in Connecticut. Ms. Cochran holds a B.F.A. in Environmental Design from the Art Institute of Chicago.

William J. Cochran

Bill Cochran joined Bartram & Cochran in 1994 after a 22-year career at the City of Hartford where he served as Director of Finance and earlier as Executive Director of the Hartford Development Commission. He specializes in large-scale urban development projects and their financing. His unique background integrates the disciplines of government finance and economic development and enables him to create viable solutions that can be successfully funded and implemented. He is an officer of Bartram & Cochran.
Mr. Cochran has a B.A from Cornell University in Government, a M.P.A. from the University of Colorado, and he has completed the Program for Senior Executives in State and Local Government at Harvard University’s Kennedy School of Government.

Garrett W. Heher

Garrett Heher is a real estate developer and consultant with a background in architecture and commercial construction management. Through Bartram and Cochran and Mercer Partners, Inc., he designs and builds projects nationally, ranging from loft building renovations to ground-up, modernist new construction.

Commercial constrcution projects he managed include ESPN Spots network Corporate headquarters, Foxwoods Casino Grand pequot Tower, and various healthcare facilities.

His projects have won awards from the AIA New York Chapter, the AIA Los Angeles Chapter, the Council on Tall Buildings and Urban Habitat, the American Institute of Steel Construction, and the National Council of Structural Engineers Associations. He is a graduate of the School of Architecture at Princeton University, and has a graduate degree from the School of Architecture at Columbia University. He is on the Board of the Connecticut Trust for Historic Preservation, and The Urban Land Institute Connecticut Steering Committee. He is a member of ULI, NAOIP, and ICSC.

Harry J. Milne, CRE

Harry J. Milne, CRE Harry Milne has 30 years of real estate experience that began when working on Wall Street for Drexel Burnham Lambert. His 20 years of corporate real estate and investment advisory work included Fortune 20 companies, Pensions, Endowments and Sovereign wealth funds. His investment advisory entity, VMG, LLC oversees investments and provides research for a non-U.S. group with SPV’s in Cayman, Antigua and Guernsey. He has worked with Bartram & Cochran since 2004.
His work is collaborative and is customized to meet and exceed the client’s goals. Due diligence assignments check market assumptions, “audit” models, and close the gap between the wish and market realities. One of his largest assignments was to assess utilization and intrinsic values for a portfolio valued over 1 billion in 23 countries in a very short timeframe. Working with investors, he assesses all four quadrants of real estate, pubic and private, securities and assets. Mr. Milne has a B.A from Hartwick College and a M.B.A from Hofstra University. In addition to being a licensed real estate broker in Connecticut, he is a CRE and has a SEC Series 65 license.
